Aizawl, March 10 — The Mizoram Liquor (Prohibition) Amendment Bill, 2025, was passed in the assembly today despite opposition MLAs walking out in protest, insisting on a total liquor ban.
Chief Minister Lalduhoma criticized their decision to leave, stating, “They have accused us of allowing alcohol sales, but even in Muslim countries with strict bans, special permits are issued to hotels, foreign dignitaries, and tourists.” He added that while the opposition refused to listen to the government’s reasoning, he believed the public would support the bill.
The amendment permits wine and beer production from locally grown fruits such as grapes, dragon fruit, guava, amla, and banana while maintaining the prohibition on importing beer, liquor, and wine from outside the state.
Under the new provisions, tourists and foreign dignitaries with approval from the Excise Commissioner can bring in IMFL. If they require additional bottles, they may obtain them from liquor seized by the Excise Commissioner’s Office.
Besides, individuals prescribed alcohol for medical reasons will be issued red cards, allowing them to purchase alcohol from the Excise Commissioner’s Office.
